A CASINO WITH MANURE IN YOUR BACKYARD The horse racing bill (in the MO Senate) is being pushed by C.J. Cella of St. Louis, owner of Oaklawn Park, a thoroughbred track in Ark., and Mayor Tom Brown of St. Peters. Mr. Brown thinks a site on the Missouri River floodplain off Interstate 370 and Spencer Road would be ideal for what he calls this "family entertainment" attraction. This would be a bare-bones track (open 2 months of the year) attached to an elegant, casino-like betting parlor (bookie joint open year round). It would create a handful of low-paying jobs. In effect, a casino with horse manure.
